2023 Municipal Recycling Fee
The Douglas County Extension & Recycling Committee approved a two-year extension to their contract with Waste Management. Douglas County is the responsible unit of government for State-mandated recycling programs. In November 2022 the Village of Oliver was informed of significant price adjustments beginning on January 2023.
The State has placed limits on local governments’ ability to increase property taxes while also reducing state aid. One of the services paid by the Village that can be shifted from the property taxes to a special charge is recycling under Wis. Stat. sec 66.0627.
As part of the 2023 operating budget, the Village Board adopted a Recycling Special Charge to fund the recycling program. It is expected to continue in additional budgets to come. All properties with recycling carts from Waste Management will have special charge on each property’s tax bill.
In the contract, Douglas County will pay a monthly subsidy of $0.91 per household. The Village will add a monthly subsidy of $1.00 per household. The annual fee is charged per residential unit, or dwelling unit, within the property.
2023 Annual Fee:
- Single-family – $38.71
- Duplex – $77.42
- Fourplex – $154.84
